Wouldn't be judging the artwork be judging the person? Just to put my view on things, if people judged my artwork, whether it was the amount I had on show or what the tattoos actually are, I would feel they are judging me as they are a part of me and my choices. Unless you mean you're not judging the actual choice of design, but how well executed the tattoo is?
But in answer to the original question you asked I think for me it's about making a decision about a person as to why they got it, if it's a small or run-of-the-mill design that's on trend, I may decide that they got it because they wanted a tattoo, got one, and that's it. But if they have lots all over like me that are custom designs, then I would assume they were really dedicated to the art and really care about it. As everyone's ideas though I see it's flawed, someone could have 2 full beautifully done sleeves just because their favourite band have them. They might not give a crap about the history of the art or what the design means. I think it's maybe best just to judge everyone on their own merit, but you can't do that in passing.
