Default Japanese artists in the Northeast USA

So I'm from southern Pennsylvania and was looking to someday get a fairly traditional peony and/or chrysanthemum on my knees. I'm willing to drive a few hours for it, so anywhere in the northeast of the country. Garver and Rubendall are both dream artists and based in NYC, but I'm kind of concerned about how unattainable they might be either because of what they charge per hour or their waitlists.

Does anyone have any other artists I should look into? I'm mostly into American Traditional so I don't know a ton about this style and might fall in love with someone else's technique.

Or...anyone been tattooed by Garver/Rubendall and have any stories to make them seem less daunting? Lol
