each artist might tell you a different thing but i will tattoo over scars as long as they have turned a pale white color. older scars are fine, fresh scars that still have a red to pinkish tone means theres still bloodflow to the scar.

"Not allowed to to it" sometimes means "I can't be bothered", "It's not gonna turn out well and I can't be bothered to tell you why" or maybe "I can't do it" - but more often than not it's a way of getting problematic people who won't take no for an answer to leave you alone.
At lest that's my theory why a few people still seem to think tattooing hands and faces is illegal in the UK.

But regarding scars:
I have tattooed sleeves on heavy burn and skin graft scars.
I have also told many people to wait a couple more years for the scar to settle down before getting it tattooed over.

Your best bet is to speak to the person you would like to get tattooed by. Maybe they will do it, maybe they won't or they can recommend someone who can.

Definitely get a few opinions on how settled the scar is , I've tattooed over third degree burns , right down to little one inch scars , never say never !

This is absolutely true. I've met numerous people who were told that their tribal/celtic armband couldn't meet up underneath the arm, because it is illegal to tattoo there. Guffaw.

Personally..

I woulden't have my scar tattooed, I dont why either.

I had my appendix out and i have a 6 inch scar and even though its healed...i wouldent want it coverd.

Im a funny way, it as a tattoo, a reminder of my life...

Scars yes as long as they aren't fresh from a knife fight (unless they still have the knife!!) moles, no way not ever. If it ever becomes malignant there's no way to spot the changes in it to diagnose it early and prevent further damage/pain and death!
